Home Appliance Protection and Affordability Act

Key Provisions

• Blocks the Department of Energy from setting new energy or water efficiency standards for home appliances unless they are technologically possible and economically justified, meaning they would not result in additional net costs to consumers and would achieve significant energy or water savings (at least 0.3 quads over 30 years or a 10% reduction).
• Bans the Department of Energy from considering the "social costs or social benefits" of greenhouse gas emissions when setting appliance standards.
• Requires the Department of Energy to publicly share details of meetings with certain foreign-tied groups before setting new standards.
• Allows consumers and others to petition the Department of Energy to amend or revoke existing standards if they cause extra costs, are not technologically possible, or would not result in significant energy or water savings (at least 0.3 quads over 30 years or a 10% reduction).
• Bans the Department of Energy from creating any new energy conservation standards for distribution transformers.
