This bill would require groups that spend money on election ads for federal candidates to get at least half of that money from people living in the same state as the candidate. This aims to reduce the influence of out-of-state donors on elections for Congress. It would change how these groups raise and spend money.

This bill would limit how much money candidates for the U.S. House of Representatives, Delegates, and Resident Commissioners can spend each year. Right now, these candidates can spend unlimited amounts on their campaigns. The spending cap would be based on the average amount House members received for their office expenses the previous year.
