This bill would make states and large cities consider climate change and traffic when planning roads and public transportation. It would require them to set goals for reducing vehicle emissions and vehicle miles traveled, and for improving public transit access. If states don't meet these goals, they would need to spend a growing portion of their federal highway money on projects that help reduce emissions.
