This bill would create a new program at the State Department to work with other countries on finding and using critical minerals. These minerals are key for technologies like phones, electric cars, and defense systems. The goal is to make sure the U.S. has a steady supply and stays competitive in technology. This includes specifically avoiding partnerships with certain countries like China or Russia.

This bill would help American shipbuilding and jobs. It would set a new policy to grow the industry and rely less on China. New government roles and international partnerships would strengthen US and allied ship production. This would fight China's strong global position.
