Fostering the Use of Technology to Uphold Regulatory Effectiveness in Supervision Act
Providing for consideration of the bill (H.R. 1501) to amend the FAST Act to include certain mineral production activities as a covered project, and for other purposes; providing for consideration of the bill (H.R. 9436) to amend the Consolidated Appropriations Act, 2023 to extend the time period for which certain regulations concerning the North Atlantic right whale are effective; providing for consideration of the resolution (H. Res. 1490) providing for the condemnation and denouncement of socialism in all its forms, and for other purposes; providing for consideration of the bill (H.R. 4795) to amend the Higher Education Act of 1965 to prohibit an institution that participates in a nonexpressive commercial boycott of Israel from being eligible for certain funds under that Act, to require an institution that participates in certain programs under that Act to certify that students are not unreasonably obstructed from participating in academic programs in Israel, and for other purposes; and relating to consideration of motions to suspend the rules.

This bill would make it much harder for Congress to add to the national debt. For every dollar of new spending or tax cuts, Congress would need to find two dollars in savings or new revenue. It would also tighten rules for declaring emergencies, making it tougher to bypass these budget requirements.

Federal police would need a judge's approval to use certain surveillance information from state or local police. This bill would also stop federal money from buying these types of surveillance tools. The goal is to protect people's privacy by making sure federal agencies follow warrant rules when using local surveillance.

This bill would put into law the Department of Veterans Affairs' power to give total disability pay to veterans who can't work due to service-connected injuries or illnesses. It would set clear rules for who qualifies for this pay, but it would also stop new payments for veterans aged 67 or older starting December 31, 2026.
