This bill would change how the Nuclear Regulatory Commission handles permits for nuclear facilities. It would allow the Commission to issue permits and licenses without a public hearing if no one requests one. It would also let uranium enrichment facilities start building before they get their full license, potentially speeding up projects.

This bill would change federal rules so that nonroad engines and vehicles used for farming would not have to meet specific Clean Air Act pollution standards. This means agricultural equipment like tractors and harvesters would be exempt from these emission rules. Both farmers and equipment manufacturers would be affected by this change.
