Providing for consideration of the bill (H.R. 4) to rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on June 3, 2025, in accordance with section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974, and for other purposes.

What Would Change

Today, bills in the House are subject to standard rules for debate, amendments, and procedural challenges. If this resolution passes, the House would consider H.R. 4 under special, expedited rules, including waiving all procedural challenges, limiting debate to one hour, and allowing only one motion to send the bill back to committee. Also, a specific part of the Impoundment Control Act of 1974 (Section 1017) would not apply to bills related to the President's June 3, 2025, message about cutting funds.
