Emergency Conservation Program Improvement Act of 2025

What Would Change

Today, agricultural producers and forest landowners generally do not have the option to receive advance payments for emergency conservation or forest restoration work. After this bill, agricultural producers could get up to 75% of payments upfront for replacement or rehabilitation, and up to 50% for repairs. Owners of nonindustrial private forest land could receive up to 75% of costs upfront for emergency measures, and eligibility for wildfire damage would be clarified to include certain human-caused fires if the damage spreads naturally.
