This bill would create a new way for U.S. nationals, especially those from American Samoa, to become U.S. citizens. This bill would let people born in American Samoa choose to become U.S. citizens if they live in a U.S. state or certain territories. Currently, they are U.S. nationals but not citizens by birth. This change would allow them to get a U.S. passport that identifies them as both a national and a citizen.

This bill, called the South Pacific Tuna Treaty Act of 2025, would update and make clear the rules for U.S. tuna fishing boats in the South Pacific. It would change definitions for fishing areas and activities. It would also add to the list of forbidden actions and update how fishing licenses are given out and checked. These changes aim to match U.S. law with the South Pacific Tuna Treaty and better manage fishing in the region.
