• Would classify yellow organic pigments in water-based road, highway, or airport paints as "construction materials" for federal projects immediately if signed into law.
• Would classify all yellow organic pigments in any formula for road, highway, or airport paints as "construction materials" for federal projects two years after the bill becomes law.
• Would define "produced in the United States" for these pigments to mean all manufacturing steps, including the chemical reaction, must occur in the U.S.
• Would require the Office of Management and Budget to update its guidance within 90 days to reflect these new rules.
