Key Provisions

• Would create a federal system for the Food and Drug Administration (FDA) to oversee cannabis and cannabinoid products.
• Would require the FDA to set rules for how cannabinoid products are made, labeled, and tested, to ensure they are safe and accurately described.
• Would require businesses that make, process, or import cannabinoid products to register with the FDA. The FDA would also get the power to recall unsafe products.
• Would ban selling cannabinoid products to anyone under 21 and limit flavored electronic cannabis vaping devices.
• Would set aside money for grants to states, tribal governments, and non-profit groups to help prevent cannabis use by people under 21.
