Zero Food Waste Act

Key Provisions

• Create a new grant program at the Environmental Protection Agency (EPA) to help communities reduce food waste by 50 percent by 2035, compared to 2015 levels.
• Provide grants to states, local governments, territorial governments, and Tribal governments to study food waste, collect data, and develop plans to reduce it. Nonprofit organizations would not be eligible for these specific grants.
• Offer grants to states, local governments, territorial governments, Tribal governments, and nonprofit organizations to carry out projects that prevent, rescue, upcycle, or recycle food waste.
• Prioritize grants for diverse locations, for government groups already working to reduce food waste or needing more resources, and for communities of color, low-income, or Tribal communities facing environmental problems.
• Set specific rules for grants used for anaerobic digestion projects, including limits on animal waste and plans for using the resulting material as soil amendment.
