Key Provisions

• Lets states choose to offer Medicaid health coverage to uninsured individuals with serious mental illness or substance use disorder whose income is at or below 100% of the poverty line.
• Defines "qualifying conditions" to include serious mental illness, serious emotional disturbance, opioid use disorder, and stimulant use disorder (like cocaine or methamphetamine use).
• Requires a health care provider or a state-approved entity (such as an emergency department or a certified community behavioral health clinic) to determine if an individual has a qualifying condition.
• Ensures that eligible individuals would receive the same range of medical assistance as other Medicaid recipients.
• Provides medical assistance for an initial continuous 1-year period, with states having the option to extend it for additional 1-year periods if the individual still qualifies.
