Efficiency Adjustment Delay Act

Key Provisions

• The bill would delay a planned "efficiency adjustment" to how Medicare pays doctors until at least January 1, 2030.
• It would require the Secretary of Health and Human Services (HHS) to send a report to Congress within two years. This report would assess if a one-time adjustment to doctor payment units is needed for services not reviewed in the last 10 years.
• If the report supports it, the Secretary could implement the adjustment after January 1, 2030, but only under strict conditions, including talking to affected doctor groups.
• The adjustment would not apply to services that have been reviewed in the 10 years before the adjustment.
• The way the adjustment is calculated could not rely on a factor linking productivity to inflation, unless Medicare payment updates meet or beat consumer price inflation.
