Key Provisions

• Requires self-driving car manufacturers to prove their vehicles are safe before selling them, through a detailed "safety case" by September 30, 2027.
• Creates a National Automated Vehicle Safety Data Repository by September 30, 2026, where manufacturers must report detailed information about crashes involving self-driving cars and quarterly mileage data.
• Blocks states and local governments from making their own laws that prevent the sale of self-driving vehicles or require separate crash reporting, while preserving state authority over traffic laws, vehicle registration, and insurance.
• Lets manufacturers conduct limited commercial operations, such as carrying passengers or freight, as part of their self-driving vehicle testing.
• Requires self-driving vehicles designed only for automated driving to have controls for occupants to safely stop the vehicle and exit.
