Key Provisions

• Lets cities and counties in states that haven't expanded Medicaid offer health coverage to more low-income adults.
• Provides direct federal funding to these local governments, covering 100 percent of costs for the first three years.
• Requires the health coverage offered to be similar to essential health benefits.
• Automatically enrolls people from local projects into state Medicaid if the state later expands coverage.
• Reduces a state's federal Medicaid administrative funding by 25 percent if it tries to block local projects.
• Increases a state's federal administrative funding by 5 percentage points for every 100,000 people enrolled in a local project.
