United States-Israel Defense Partnership Act of 2025

What Would Change

Today, the U.S. and Israel have some defense cooperation, including programs for anti-tunnel technology and countering unmanned aerial systems with specific funding and end dates. The War Reserves Stockpile Authority is set to expire after January 1, 2027. If this bill becomes law, it would create a new program to counter unmanned systems, with Congress able to provide $150 million annually from the government's budget years 2026-2030. It would also boost authorized funding for existing anti-tunnel cooperation from $50 million to $80 million and extend it to December 31, 2028. Authorized funding for cooperation to counter unmanned aerial systems would increase from $55 million to $75 million and be extended to December 31, 2028. The bill would also allow new joint research on emerging technologies like artificial intelligence, with Congress able to provide $50 million annually from the government's budget years 2026-2030. It would extend the War Reserves Stockpile Authority until after January 1, 2029. A Defense Innovation Unit office would be established in Israel, and the Secretary of Defense would discuss Israel joining the U.S. national technology and industrial base. Finally, an assessment of integrated air and missile defense in the U.S. Central Command region would be required.
